I still think there should be an opt-out system, but this is a step in the right direction.
I think that, while an opt out system would certainly solve more problems than it would make, it should be a decision you make on a census form. That way, everyone, from 2nd level students to your friendly neighborhood recluse will be given an option to indicate their preferences. Of course, there should be a default opt out system in place for people who don’t indicate preferences on a census application, but there should also be an option for people to pass the decision on to their family. Just a thought…
